The Texas Commission for Environmental Quality (TCEQ) enforces requirements for erosion control, maintenance, and revegetation in construction and development projects through the Texas Pollutant Discharge Elimination System (TPDES) Program.
A Stormwater Pollution Prevention Plan (SWP3), which includes Erosion and Sediment Control (ESC) and other measures to limit stormwater runoff pollution from construction activities, is required by the Texas Commission on Environmental Quality (TCEQ) as well as Travis County and the surrounding areas for certain types of construction.
What Projects Require SWP3 Plans?
Understanding the requirements for a Storm Water Pollution Prevention Plan (SWPPP) is crucial for any development project. A SWPPP is typically necessary for projects that disturb 1 acre or more of land. However, it’s also important for smaller projects under 1 acre if they are part of a larger subdivision or a phased development plan. This is often referred to as being part of a ‘common plan of development’.
It’s essential to note that even in cases where a formal SWPPP is not mandated, employing Best Management Practices (BMPs) is still required. These practices are vital for preventing negative runoff impacts on adjacent properties, local waterways, and county rights-of-way.
